Permanent denial of service via unbounded DEX records

Denial of service in Android 14 and 15 allows local users to permanently crash system server through secondary DEX loading. DexUseManagerLocal records attacker-controlled secondary DEX paths and class-loader contexts without length or entry limits, allowing its persistent database to grow until system_server exhausts memory. A low-privileged local app can trigger the condition without user interaction, and the resulting system-server failure persistently interrupts device operation.
