Permanent service interruption via oversized Zen-rule parcels

Resource exhaustion in Zen mode parceling in Google Android 13 through 15 allows local users to cause a permanent service interruption. The notification framework serializes complete ZenModeConfig and AutomaticZenRule data directly into Binder parcels instead of chunking lists and using compact string encoding, allowing oversized rule data to exhaust parcel resources. Local access is required, but no additional execution privileges or user interaction is needed; the resulting denial of service persists beyond the triggering call.
