Local privilege escalation via stale camera authorization

Missing authorization in Android 14 CameraService allows local users to retain background camera access without user interaction. CameraService.cpp fails to watch AppOps capability-loss notifications, so it does not block untrusted clients when foreground camera authorization ends. A locally installed app with camera access can therefore keep using the camera after entering the background, bypassing the platform's foreground-use restriction.
