Permanent service interruption via unchecked IP configuration

Resource exhaustion in Android 13 through 15 allows local users to cause a permanent service interruption through a crafted Wi-Fi IP configuration. WifiConfigurationUtil.validateIpConfiguration accepts an oversized IP configuration because it does not bound the configuration size before processing it. Exploitation requires local access but no additional execution privileges or user interaction; the resulting denial of service persists.
