Local file disclosure via missing ownership validation

Information disclosure in Google Cloud Android 12, 12L, 13, 14, and 15 allows local users to read files in shared storage. DownloadProvider's insert path accepts an existing Downloads file without checking MediaProvider's ownerPackageName against the caller's UID packages. A local app needs no additional execution privileges or user interaction, and the consequence is limited to reading files the app does not own.
