Low-privileged administrative account creation via missing authorization

Missing authorization in Q-Free MAXTIME Suite 2.11.0 and earlier allows remote authenticated users to create administrative accounts via crafted HTTP requests. The user-creation routes in maxprofile/users/routes.lua accept a requested privilege level without enforcing authorization for that operation. Any low-privileged account can therefore add a new administrator and obtain full control of the traffic-controller system.
