Authenticated server crash via unbounded release names

Resource exhaustion in affected GitLab CE/EE releases allows remote authenticated users to crash servers by submitting oversized release names. The Releases API stores release names without a length limit, and listing APIs, GraphQL queries, or controllers aggregate them into memory- and CPU-intensive responses. Project access sufficient to create releases is required; repeated 100 MB names can produce gigabyte-scale responses that disrupt service for all users.
