Stored script execution via unencoded menu name

Stored XSS in phpcms 9.6.3 allows remote attackers to run scripts in member-center users' browsers and act with their privileges. In phpcms/modules/member/member_menu.php, add() writes submitted menu data to member_menu.lang.php without entity encoding, and the menu template later emits the resulting category text. The published reproduction submits the menu through an authenticated administrator page with a logged-in pc_hash, and a member-center user must later view the rendered menu.
