CSRF in OpenMRS 2.4.3 allows remote attackers to promote a low-privileged account through a forged administrative request. The /admin/users/user.form endpoint processes attacker-supplied roleStrings in a POST under the administrator's session without verifying that the administrator intended the change. An administrator must remain signed in and load the attacker's HTML form; the demonstrated request grants the targeted account the System Developer role.
