Administrator creation via unprotected state-changing requests

CSRF in tianti 2.3 user management allows remote attackers to create an administrator through a request accepted by an authenticated browser. The /user/ajax/save and /user/ajax/upd/status endpoints accept state-changing GET and POST requests without CSRF tokens or same-origin checks. An authenticated backend administrator must follow the attacker's phishing link, after which the forged request adds the attacker's administrator account.
