Unauthenticated file read via path traversal

Path traversal in SeaCMS 13.3 allows remote attackers to read arbitrary server files through the admin_safe_file.php endpoint. In admin_safe_file.php, file_get_contents reads a pathname that resolves outside its intended directory; public sources do not disclose the request parameter or exact failed validation. No authentication or user interaction is required, and exposure is limited to files readable by the web-server process.
