Authenticated settings disclosure via omitted authorization check

Incorrect authorization in Mattermost 10.5.0 through 10.5.2 and 9.11.0 through 9.11.11 allows remote authenticated users to view restricted settings. The System Console ExperimentalSettings path fails to enforce RestrictSystemAdmin when a caller lacks permission to that configuration section. A remote authenticated user must hold System Manager privileges and the deployment must enable RestrictSystemAdmin; exposure is limited to restricted configuration data.
