Improper access control in CosmWasm before 2.2.0 allows attackers to execute unauthorized blockchain actions through contract deployment. The runtime admits a contract without validating its required capabilities against the chain's enabled capability set. Exploitation requires access to submit a contract to a vulnerable chain and permits operations outside its configured capability restrictions.
