Application hang via Link-header regex backtracking

ReDoS in Octokit's @octokit/plugin-paginate-rest 1.0.0 through 11.4.0 allows remote attackers to hang applications via crafted Link headers. The iterator.ts parser applies a pattern whose capture group excludes closing brackets but accepts additional opening brackets, causing excessive backtracking while searching malformed input. Exposure requires an application to call octokit.paginate.iterator() on an untrusted or manipulated Link header; the bounded consequence is CPU exhaustion and a hang.
