Service hang via catastrophic regex backtracking

Regular expression denial of service in Octokit @octokit/endpoint 4.1.0 through 10.1.2 allows remote attackers to hang applications. The parse function in src/parse.ts applies an inefficient accept-header expression to attacker-controlled options, causing catastrophic backtracking and sustained CPU use. Exposure requires a consuming application to pass user-controlled input into endpoint.parse; the bounded consequence is application unresponsiveness rather than data access or modification.
