Moderator-session script execution via crafted ticket priority

Stored XSS in CtrlPanel before 1.0 allows remote authenticated users to execute scripts in a moderator's browser via a crafted ticket priority. TicketsController accepts any required priority value, and Moderation/TicketsController marks the translated database value as raw table-column HTML. The attack requires an account able to create tickets and takes effect when the moderator panel renders the ticket table.
