ACL bypass via omitted CPU-packet egress checks

ACL bypass in AOS-CX 10.14.0000 through 10.14.1040 and 10.15.0000 through 10.15.1000 allows local users to send unauthorized traffic. The CX 9300 egress path fails to apply port ACL rules to CPU-generated packets sent through routed ports. Low-privileged local access to originate switch traffic is required; egress VLAN ACLs and routed VLAN ACLs remain enforced.
