Privilege escalation via privileged-login password reset

Improper access control in Microsoft SQL Server 2016 SP3 through 2022 allows remote authenticated users to elevate privileges. The login-management path lets a login holding ALTER ANY LOGIN reset the password of another login that holds ALTER ANY LOGIN or IMPERSONATE ANY LOGIN. An authenticated database login with ALTER ANY LOGIN is required; resetting a more powerful login's password grants that account's database privileges.
