Remote service crash via incomplete TLS record

Denial of service in Netty 4.1.91.Final through 4.1.117.Final allows remote attackers to crash native TLS applications via crafted packets. SslUtils.getEncryptedPacketLength reads incomplete TLS or DTLS record headers without first ensuring that all required bytes are present, passing an invalid packet length to ReferenceCountedOpenSslEngine.unwrap. Exposure requires SslHandler to use Netty's native SSLEngine; triggering the flaw crashes the native application and interrupts its service.
