Authenticated system takeover via unrestricted project deletion

Improper access control in reNgine 2.2.0 and earlier allows remote authenticated users to delete every project through its web interface. The project-deletion view accepts repeated POST requests to /delete/project/ from penetration_tester and auditor accounts without enforcing the intended role restrictions. After the last project is removed, onboarding becomes reachable and permits creation of a Sys Admin account, configuration changes, and command execution through Tool Arsenal.
