Credential disclosure via world-readable cache files

Incorrect default permissions in Snowflake JDBC Driver 3.6.8 through 3.21.0 allow local users to read cached temporary credentials. On Linux, FileCacheManager creates the cache file with default permissions instead of an owner-only POSIX mode, leaving its contents world-readable. Exposure requires temporary credential caching with EXTERNALBROWSER or USERNAME_PASSWORD_MFA authentication, and the consequence is limited to disclosure of cached credentials to another local account.
