Local file disclosure via world-readable temporary files

Incorrect permissions in Snowflake Connector for .NET 2.0.12 through 4.2.0 allow local users to read stage-download temporary files. The stage GET path writes intermediary files into the operating system temporary directory with world-readable permissions before copying them to the destination. A separate account on the same Linux or macOS host can read downloaded contents only during the temporary file's limited lifetime.
