Unauthenticated configuration access via debugger-port permissions

Incorrect permissions in FactoryTalk View Site Edition before 15.0 allow local users to access system configuration without authentication. The remote debugger listener on TCP port 8091 assigns permissions that expose configuration data to unauthenticated connections. Exploitation requires local access to an affected workstation; Rockwell has not specified whether availability impact means a hang, crash, or shutdown.
