Forced outbound connections via GET-capable endpoints

CSRF in Jenkins Azure Service Fabric Plugin 1.6 and earlier allows remote authenticated users to initiate Service Fabric connections. Several HTTP endpoints accept state-changing requests without requiring POST, so a crafted cross-site request invokes them with an attacker-chosen credentials ID. The attacker needs a credentials ID obtained by another method, and the connection is limited to a previously configured Service Fabric URL.
