Unauthorized access via unchecked disabled grants

Authorization bypass in Folder-based Authorization Strategy Plugin 217.vd5b_18537403e and earlier lets remote authenticated users use disabled grants. The role configuration accepts permission grants without verifying that Jenkins still enables each permission, leaving obsolete optional grants effective. Exploitation requires a previously assigned disabled permission and grants access only to functionality controlled by that permission.
