Account impersonation via case-insensitive username matching

Authentication bypass in Jenkins OpenId Connect Authentication Plugin allows remote authenticated users to impersonate other Jenkins users. OicSecurityRealm defaults its user identity strategy to case-insensitive matching, so OIDC claim names that differ only by letter case resolve to the same Jenkins account. The issue affects 4.452.v2849b_d3945fa_ and earlier, except 4.438.440.v3f5f201de5dc, when the provider is case-sensitive; matching an administrator name grants administrator access.
