Credential ID disclosure via incorrect endpoint authorization

Incorrect authorization in Jenkins GitLab Plugin 1.9.6 and earlier allows remote authenticated users to enumerate stored credential IDs. The doFillApiTokenIdItems HTTP endpoint populated GitLab API token and Secret text credential selectors after checking global Item/Configure rather than Overall/Administer. Global Item/Configure permission was sufficient without configuration rights on any job; IDs alone do not reveal secrets but can aid credential capture through another flaw.
