Stored XSS via unsanitized department titles

Stored XSS in GouguOpen GouguCMS 4.08.18 allows remote authenticated users to execute script via a crafted department title. Department.php validates that title is nonempty but stores it without filtering dangerous characters, after which the value is rendered in a page. Backend department-management access is required, and the stored script executes in a subsequent viewer's browser context.
