Incorrect privilege assignment in SUSE Rancher 2.8.0 through 2.8.13 allows remote authenticated users to take over Administrator accounts. Rancher's user edit authorization allowed Restricted Administrators without manage-users to change passwords for users whose rules exceeded their own. Exploitation requires the Restricted Administrator role and can grant control of a more privileged account; deployments not using that role are unaffected.
