User impersonation via unvalidated SAML binding cookies

Improper access control in affected SUSE Rancher releases allows remote authenticated users to impersonate other Rancher users. Rancher trusts attacker-controlled saml_Rancher_UserID and saml_Rancher_Action cookies when binding the asserted SAML principal to an account. A SAML provider and an initial or newly unlinked SAML login are required; selecting an administrator account grants its privileges.
