SAML CLI login denial via public token deletion

Denial of service in SUSE Rancher 2.8.0 through 2.8.12, 2.9.0 through 2.9.6, and 2.10.0 through 2.10.2 allows remote attackers to deny SAML CLI login. The public /v3-public/authTokens collection exposes GET and DELETE methods, so an unauthenticated requester can enumerate and remove randomly named encrypted CLI tokens before the polling client retrieves a value. Only deployments using SAML-based authentication and the Rancher CLI token execution command are affected; the tokens cannot impersonate users, and successful deletion interrupts CLI login.
