SAML signature verification in GitHub Enterprise Server before 3.16.0 allows remote authenticated users to gain administrator access. The SAML SSO response verifier improperly validates cryptographic signatures, accepting a forged assertion that provisions or accesses an administrator account. Exploitation requires an existing internal user and an instance configured for SAML SSO; non-SAML instances and outsiders without accounts are unaffected.
