Service interruption via suspended TPM chip start

Improper suspend-state handling in Linux kernel 6.6.64 and later affected releases allows local users to cause a service interrupt. tpm_try_get_ops starts the TPM chip before checking TPM_CHIP_FLAG_SUSPENDED, causing a prohibited I2C transfer after suspension. Reachability requires local low-privileged access and a suspend transition; the demonstrated result is a kernel warning during the transfer.
