Autoblocked IP disclosure via mixed-target API query

Information disclosure in Wikimedia Foundation GlobalBlocking master allows remote authenticated users to retrieve an autoblocked user's IP address. The list=globalblocks API processes a username and correctly guessed IP together in bgtargets, then returns the associated autoblock instead of hiding its target. Exposure requires GlobalBlocking and CheckUser, global autoblocking, a victim edit and an administrator-created block; no release version was affected.
