Authenticated annotation disclosure and tampering via UUIDs

Improper authorization in Apache CloudStack 4.16.0 and later allows remote authenticated users to read or add resource annotations. The listAnnotations and addAnnotation APIs accept resource UUIDs without ensuring that the caller currently has access to the referenced resources. Exploitation requires a user account and a known UUID, and it exposes annotation contents or permits malicious comments without granting access to the underlying resource.
