Local privilege escalation via mismatched intent validation

Privilege escalation in IntentForwarderActivity in Google Cloud Android 13 through 15 allows local users to cross Work Profile boundaries. The canForward method validates an intent selector's action instead of also validating the underlying intent, allowing a prohibited intent to be paired with an allowed selector and forwarded across profiles. A local user with no additional execution privileges can launch the spoofed intent without user interaction, defeating the cross-profile isolation boundary.
