Emergency-call denial via unverified attribution tags

Denial of service in Android Framework 13 through 15 allows local users to block emergency calls through a malicious app. AppOpsService trusts attribution tags supplied through proxy calls when the proxied identity is exempt, allowing a non-system proxy app to create unlimited tags and clog app-ops state. No additional execution privileges or user interaction are required, and emergency dialing remains unavailable until the device reboots.
