Local privilege escalation via package-based caller check

Incorrect authorization in Android 13, 14, and 15 allows local users to grant app permissions across user profiles without interaction. AppInfoBase.hasInteractAcrossUsersFullPermission checks INTERACT_ACROSS_USERS_FULL against the initial calling package instead of the launching UID, allowing an authorization decision for a different identity. Ordinary local app execution is sufficient to change permissions for an app in a secondary profile without user interaction.
