Local privilege escalation via implicit sound picker intent

Intent redirection in Android 13 and 14 allows local users to gain elevated privileges through the Settings sound picker. RingtonePreference builds ACTION_RINGTONE_PICKER as an implicit intent without setting a destination package, allowing an attacker-controlled handler to receive the Settings request. A low-privileged local app can exploit the redirect without user interaction and obtain privileges available to the Settings process.
