Master worker hang via jid path traversal

Path traversal in VMware Salt 3006.x before 3006.12 and 3007.x before 3007.4 allows attackers to hang master workers via a crafted jid. The pub_ret method joins the unsanitized jid to the publish_auth directory and opens the resulting path, so a procfs pipe blocks the read indefinitely. A valid minion can reach pub_ret; each malicious request consumes a worker and interrupts master request processing without changing data.
