Authenticated master event injection via unfiltered tags

Improper authorization in VMware Salt 3006.x before 3006.12 and 3007.x before 3007.4 allows remote authenticated users to inject events. The _minion_event method forwards each minion-supplied tag to fire_event without rejecting reserved job, key, cloud, runner, cluster, or wheel namespaces. Possession of an accepted minion key is required; forged events can impersonate privileged master activity to event-bus consumers.
