File overwrite via unchecked syndic cache path

Path traversal in Salt 3006.0rc1 through 3006.11 and 3007.0rc1 through 3007.3 allows local users to write cache files outside the master cache. The local_cache.save_minions function formats an unvalidated syndic identifier into a cache filename and joins it to the job directory without confirming that the resolved path remains inside that directory. Exploitation requires local access, high privileges, and user interaction; impact is limited to files writable by the master process.
