Service hang via RTNL bridge deletion race

Race condition in Linux 5.15 and Siemens MFP firmware 3.1.6 and later allows local users to hang network-device removal. The bridge ioctl path retains a device reference, drops RTNL, and then reacquires the lock while concurrent bridge deletion waits for that reference to be released. Exploitation requires CAP_NET_ADMIN, concurrent SIOCBRDELIF and SIOCBRDELBR operations, and RTNL pressure; the bounded consequence is a prolonged service hang.
