Host hang via unsynchronized ibmveth pool writes

Improper locking in the Linux ibmveth driver allows local users to hang the host through concurrent sysfs pool writes. veth_pool_store lacks rtnl_mutex serialization with itself and ibmveth_open or ibmveth_close, permitting repeated napi_disable calls. Exploitation requires local access to writable ibmveth pool sysfs entries on a system using the IBM virtual Ethernet driver; the resulting deadlock blocks kernel tasks and interrupts host availability.
