System interruption via unchecked PCI bridge pointer

NULL pointer dereference in Linux kernel 6.13 allows local users to interrupt the system during PCIe bandwidth-control probing. The bandwidth controller calls link-speed handling with the bridge's NULL subordinate bus pointer instead of rejecting the unusable bridge. Post-boot triggering requires root access to PCI rescan sysfs files and a BIOS or hardware state that exhausts bus numbers, a condition outside attacker control.
