Kernel crash via cyclic allocation error mishandling

NULL pointer dereference in devlink in affected Linux kernel releases allows local users to crash the kernel through resource-ID wraparound. When xa_alloc_cyclic() returns 1 after wrapping, devlink converts it to ERR_PTR(1); IS_ERR() accepts it as valid and rel is dereferenced without allocation. Reachability requires local low-privileged access and cyclic allocator wraparound; the kernel record reports no real-world trigger.
