Service interruption via ordered-workqueue deadlock

Deadlock in the Qualcomm PDR driver in affected Linux kernel versions allows local users to interrupt service through concurrent locator work. pdr_locator_new_server() holds list_lock while synchronously querying on the same ordered QMI workqueue that must complete the response, blocking progress. Reaching the race requires local low-privilege access and the Qualcomm PDR path; the resulting timeout disrupts service and can regress audio.
