Firmware crash via conflicting xHCI power-domain drivers

Denial of service in the BCM2711 xHCI power domain in Linux 6.8 and later allows local users to crash VPU firmware during s2idle resume. The BCM2711 device tree binds xHCI to the raspberrypi-power USB domain while bcm2835-power also manages power, so resume invokes conflicting drivers. Reachability requires a BCM2711-based Raspberry Pi system and an s2idle cycle; the observed consequence is a VPU firmware crash and failed USB power restoration.
