System crash via uninitialized Radeon VCE size

Use of uninitialized data in the Linux kernel allows local users to crash the system via a crafted Radeon VCE command stream. radeon_vce_cs_parse() passes a size pointer referencing an unassigned temporary value to radeon_vce_cs_reloc() when encoding is the first command. The path requires local low-privileged access to the Radeon ioctl interface, and the published impact is limited to availability.
