RDMA task hang via premature UMR QP reset

Race condition in Linux 5.19.10 through 6.12.17, 6.13 through 6.13.5, and 6.14-rc1 through 6.14-rc4 allows local users to hang RDMA tasks. The mlx5 UMR recovery flow resets its queue pair before outstanding work requests finish, letting firmware discard flushed completion entries. Reaching the race requires low-privileged local RDMA access to an mlx5 device and a UMR recovery event; lost entries can block deregistration tasks indefinitely.
